Siesta Key Association Board Meeting Minutes

October 4, 2007
St. Boniface Meeting Room “F”

CALL TO ORDER AND DETERMINATION OF QUORUM:

President Ramirez called the meeting to order. Present: Ron Flynn, Deet Jonker Ann Kaplan, Joyce Kouba, Lourdes Ramirez, Robert Schennum, Bob Tripp, Paul van Deventer, Gayle Wardner. Excused: Matthew Burnett, Russ James, Mark Smith, Bob Waechter, Peter van Roekens. Absent: Daniel Bechtold.

MINUTES - Joyce Kouba: The August and September minutes were approved.

TREASURER'S REPORT – Bob Tripp: The August and September reports were accepted.

SHERIFF'S REPORT – Sgt. Scott Osborne

  • There were 6 vehicle burglaries, primarily from unlocked cars.
  • Paul van Devanter inquired why he had seen no reports about a near-fatal auto accident in the Palm Island neighborhood.

PUBLIC/AUDIENCE COMMENT (10 Guests)

  • Tom Flanagan provided financial information about the beach runs.
  • Ed Sherman asked SKA to recommend exempting hurricane improvement from increased assessment.

GUEST SPEAKER

Commissioner Nora Patterson provided information about the surtax extension that will be on the ballot for the upcoming election. She handed out a list of proposed projects. SKA voted to support the surtax.

AD HOC COMMITTEE REPORTS:

Adopt-A-Road/South - Russ James: No report.

Midnight Pass – Bob Waechter (Lourdes Ramirez): SKA will host another public information meeting in November on Midnight Pass opening. SKA will donate $1,000 to fund this event.

Turtle Beach – Ron Flynn: No report.

Inlet Management - Peter van Roekens: No report.

Code Enforcement – Gayle Wardner (John Lally):

  • John Lally, Sarasota County Code Enforcement Officer, reported statistics on code enforcement incidents. There are currently 3 court cases, 7 FEMA cases, and 8 cases pending. Code enforcement does not address aesthetics or property maintenance. John provided a County referral guide, a "Homeowners Guide to County Codes", and building permit requirement guidelines.
  • Vehicles blocking sidewalks and parts of streets are handled by the Sheriff's office and are actively pursued. Lawn service vehicles are a major problem. Commissioner Patterson suggested putting a notice of the violation on the homeowner's door.
  • SKA will put John's contact information on the web site.

Adopt-A-Road/Village – Mark Smith: No report.

STANDING COMMITTEE REPORTS

Nominating/Board Development - Paul van Deventer No report .

Zoning – Lourdes Ramirez:

  • Lourdes and Ann Kaplan met with Commissioner Patterson, County staff, SKVA and the SK Chamber of Commerce regarding increased intensity of use at The Hub. SKA voted to send a letter to the BOCC protesting the increase in intensity of business at The Hub. There appears to be a lack of adequate parking spaces.
  • Request for 10-foot wall at Point of Rocks has been removed.
  • January zoning code change workshops should be advertised in November.
  • Coastal Setback Ordinance revisions were continued to January.
  • Another resident on Tenacity Lane wants to move development rights.
  • The owner of the empty lots at Sandy Beach and Oxford want to build on a half lot.
  • 505 Beach Road is advertising a triplex.
  • Lourdes is reviewing the calculations for open space at the Lightkeeper's Place.

Membership - Deet Jonker: A newsletter will be emailed to members in November.

OLD/NEW BUSINESS

SKA voted to support the super majority referendum and donate $500 to CSG. Work on the storm water retention pond should begin in 2008.

ADJOURN: President Ramirez adjourned the meeting at 6:45 p.m..
