Siesta Key Association Board Meeting Minutes

CALL TO ORDER:
Lourdes Ramirez called the meeting to order. Present: Ann Kaplan, Robert Schennum, Peter van Roekens, Gayle Wardner. Excused: Matthew Burnett, Ron Flynn, Deet Jonker, Joyce Kouba, Bob Tripp, Paul van Deventer, Bob Waechter. Absent: Daniel Bechtold.

MINUTES - Joyce Kouba:
A quorum was not present to approve the April minutes.

TREASURER'S REPORT - Bob Tripp:
A quorum was not present to approve the April Treasurer's Report.

SHERIFF'S REPORT – Sgt. Chad McDonald:
Noise violations at SKOB, Gilligan's, and Daiquiri Deck exceeded legal decibels of the sound meter. Code enforcement should be measuring this, not the sheriff's office. Sheriff will continue to monitor and give court dates to offenders if excessive noise continues. Six or eight sexual Predators/Offenders live in an enclave of townhouses at 1615 and 1607 Stickney Pt. Rd. and Beachwood just on the other side of Stickney Point bridge.

GUEST SPEAKER – Jeanne Dubi, President Sarasota Audubon Society; Gerris Foote, County Parks Dept.
Snowy Plovers are an endangered species of shore birds that need protection on Siesta Key and other local beaches during nesting season from February 1 through August 31. Call Audubon Society at 365-9212 for more info. Three pairs of Snowy Plovers are nesting on Siesta Beach between accesses 5 and 10. (Only 60 pairs of Plovers total). The area is roped off to protect nests, which are tiny and just a scratch in the sand. Birds are 6" long and babies are tiny (cotton ball) and blend into sand. Dogs and people need to stay out of the protected areas because it's easy to step on the nests and destroy them.

PUBLIC/AUDIENCE COMMENT:
Lifeguard Report, JR Ayres, Manager - Men have been photographing young girls at the public beach. In April 226,000 patrons visited Crescent Beach, 210 rescues, 4 medical rescues, Violations: 44 pets, 102 boats and jet skis, 120 glass. Year to date, January through April, 690,000 patrons at Crescent Beach. Jim Graves, Turtle Beach condo resident, asked for help from sheriff and lifeguard on Turtle Beach. Also complained again about emergency vehicle access through Turtle Beach Rd. toward Fisherman's Haven condos. Donna Graves reported that friends told her they witnessed a drug deal on the outdoor deck of the SKOB on April 31. Commissioner Patterson passed out flyers on surtax projects to be fast tracked for the May 6 referendum. The County purchased an L-shaped lot on Beach Rd. by Access 8. David Simons, of Pulse Ed, announced that he teaches AED and CPR.

AD HOC COMMITTEE REPORTS:

Midnight Pass - Bob Waechter: No Report.

Turtle Beach – Ron Flynn: No Report.

Inlet Management - Peter van Roekens: Big changes in Big Pass. The shoal is moving south, southeast. Dave Munro and Peter surveyed it April 18th and found less than 2.5 ft. in the marked channel. Mike Solum was notified and new placement of markers was recommended to him. His plan now calls for: replacing the missing #1 in the spot where #2 is now, moving #2 to the east, replacing #4 and relocating it slightly east, placing #3 slightly west of where #4 is now, and installing the missing #7 to round out the corner between #5 and #8.

The Sarasota to Key West race leaves May 14th. Hopefully, the marks will be repositioned by then. Mike now has access to a barge, which means he can load up with all the marks and do the placement all at once as soon as the winds calm down. The waypoint route has been changed and can be accessed via: Sarasota Yacht Club

Peter asked Laird Wreford if Cliff Truitt's findings are able to predict the shifting/movements of the Big Pass channel. He said he would ask. Laird indicated that they are in the midst of the peer review effort. The last of the reports is due in August. Following that, Cliff will then finalize the IMP report, with final recommendations and action plan. This will then be presented to the BCC with the timing dependent on the findings of the peer reviewers.

Noise – Peter van Roekens: Peter met with Sergeant Osborne and Deputy McDonald regarding Village noise. They have been very helpful. We had our meter factory calibrated. Several bar owners have been warned and unless they turn it down they will be cited. (FYI, one bar was measured between 108.5 and 115.0 on the C scale. In this case they were playing between 28 to 35 times the legal sound pressure levels.)

Code Enforcement – Gayle Wardner: Problems continue with sign violations, chain link fences and grass/weeds.

Parking – Bob Schennum: Village improvement project waiting for FPL. Diane Erne, Avenida Messina/Navarra resident, complained again about parking, noise and delivery trucks in her neighborhood and lobbied for a trolley system to help alleviate the Village parking shortage.

STANDING COMMITTEE REPORTS

Nominating/Board Development – Paul van Deventer: No report.

Zoning – Lourdes Ramirez: Public Workshop May 15, 6:00 for Crescent Beach improvement plan at St. Boniface. Tenacity Lane owners are still trying to build road at Access 10 even though the permit was revoked and owners notified. Zoning Code Update June 13, no public input; July 23 public hearing. Separate hearing for new Siesta Key Farmer’s Market in May. Researching changes to Concurrency for mainland roads leading to Siesta Key and will report to board.

Membership – Deet Jonker: No report.

OLD/NEW BUSINESS: None.
