Siesta Key Association Board Meeting Minutes March 1, 2007 CALL TO ORDER AND DETERMINATION OF QUORUM: President Ramirez called the meeting to order at 4:40 p.m. A quorum was present: Paul van Deventer, Joyce Dolan, Ron Flynn, Russ James, Ann Kaplan, Joyce Kouba, Lourdes Ramirez, Mark Smith, Bob Tripp, Peter van Roekens, Gayle Wardner. Excused: Matthew Burnett, John Davidson, Deet Jonker, Richard Martin, Bob Waechter. Absent: Daniel Bechtold. MINUTES - Joyce Kouba TREASURER's REPORT - Bob Tripp A February short come was due to the membership drive and legal fees. Outstanding legal fees have been paid; those exceeding donations were paid out of reserves. Bob streamlined the bill paying procedure. SKA will acknowledge appreciation to members for their donations to the legal fund. The Treasurer's report was accepted. SHERIFF's REPORT - Chad McDonald - No report. PUBLIC/AUDIENCE COMMENT - 10 guests Ed Sherman questioned the County extending the maximum stay at the RV park from 2 to 4 weeks and renting lots seaward of the Coastal Beach Setback. The Parks and Recreation Dept. projects that a proposed park design will not be available until summer. The Board will reiterate SKA's recommendations for use of the RV park to the BOCC. Commissioner Patterson provided information on the March 13th referendum and urged people to vote. SKA emailed members. Commissioner Patterson suggested requesting members to forward the email to others. Paul van Deventer noted that a modular home has been erected on Palm Island. A member inquired whether SKA has a position on smoking on the beach. SKA does not have a position on this issue. AD HOC COMMITTEE REPORTS: Midnight Pass - Bob Waechter: No report. Turtle Beach - Ron Flynn: Renourishment work is at the Solomon house site and is almost complete. Damage to the hard bottom is being repaired. The dredge observer rescued a turtle. 20 sea turtles have been relocated. Neighboring residents are upset that the BOCC extended the RV Park stay from 2 weeks to 1 month. Ron believes that the park is operating at a loss. Mr. McCarthy publicly stated that he would do everything possible to keep the park as a campground. Inlet Management - Peter van Roekens: The Coast Guard will install a lit buoy at the Ringling Bridge by early summer. WCIND is obtaining costs to dredge Jewfish Key. Big Pass channel has shifted. Marks are in bad condition due to heavy wave action; some are missing. Peter will explore options with Mike Solum. Big Pass and New Pass shoal study report is expected by summer. Code Enforcement - Gayle Wardner: Sheriffs began ticketing trucks parked on the sidewalks and in bicycle lanes. Call the Sheriff's Dept. to report obstructions. Provide suggestions for April 27 Arbor Day tree planting site to Gayle. Adopt-A-Road/Village - Mark Smith: 15 volunteers picked up 19 bags of trash. Several businesses offered refreshments, including Village Café, the Broken Egg, and Blasé Café. STANDING COMMITTEE REPORTS: Nominating/Board Development - Paul van Deventer: Paul urged Directors to recruit candidates to fill three upcoming vacant seats. Seats will remain vacant until applicants are available. Zoning - Lourdes Ramirez: Coastal Setback Ordinance will be reviewed this month. Phase I of the Zoning code update will begin. Membership - Deet Jonker (Lourdes Ramirez): The second membership mailing will be sent this week. Renewals (1,200) are ahead of historic numbers.
