Siesta Key Association Board Meeting Minutes June 7, 2007 CALL TO ORDER AND DETERMINATION OF QUORUM: President Ramirez called the meeting to order at 4:35 p.m. A quorum was present: Matthew Burnett, Deet Jonker, Ann Kaplan, Joyce Kouba, Lourdes Ramirez, Robert Schennum, Bob Tripp, Paul van Deventer, Peter van Roekens. Excused: Ron Flynn, Russ James, Mark Smith, Bob Waechter, Gayle Wardner. Absent: Daniel Bechtold. MINUTES - Joyce Kouba TREASURER’S REPORT - Bob Tripp May expenses slightly exceeded revenues. The Treasurer’s report was accepted. $1,050 will be donated to the July 4th fireworks fund, with the stipulation that SKA is included in newspaper ads and the donation board. SHERIFF’S REPORT - Sgt. Scott Osborne No major issues. Continued car burglaries. Drum circle complaints include fire, drugs and bottles on the beach. Discussion on Deputies response to a male nude bather on Turtle Beach. Sgt. Osborne explained that for safety, deputies are normally sent in pairs to investigate reported disturbances. PUBLIC/AUDIENCE COMMENT - 10 guests Nancy and Bruce Wilson requested safety devices for pedestrians crossing Midnight Pass near Stickney Point. Commissioner Patterson reported that the state has denied previous requests. Mr. Wilson suggested changing the light to stop on red. Deet expressed concern with traffic getting on the Key during season. Sky Wallen reported that drying seaweed has made the softball field unusable. Commissioner Patterson provided a handout outlining county tax expenditures and requested input on where to make the $19M cut mandated by the state. AD HOC COMMITTEE REPORTS: Adopt-A-Road/South - Russ James: No report. Midnight Pass - Bob Waechter: No report. Turtle Beach - Ron Flynn: No report. Inlet Management - Peter van Roekens: Cliff Truitt's report to the Commissioners on May 28th consisted of a series of alternatives for New Pass and Big Pass, ranging from doing nothing to plugging the existing Big Pass Channel and dredging a new channel. The latter possibility drew gasps from the crowd and at least one of the Commissioners at the public hearing. Peter restated his belief that the priorities should be to protect the beaches, then a distant second provide sand sources for beach re-nourishment, and finally assisting navigation. On navigation, the channel is marked and given that there is better and more frequent moving of markers, boaters will be able to transit Big Pass safely with up to 6 ft. drafts. There is a concern that any dredging may disrupt the natural channel. Code Enforcement - Gayle Wardner (Lourdes Ramirez): Gayle suggested a barrier at Turtle Beach's entrance to inhibit the public from driving on the beach. John Lally is focusing on construction signs. Adopt-A-Road/Village - Mark Smith (Peter van Roekens): Next pickup will be 9 June; meet at Village Café at 9 a.m. STANDING COMMITTEE REPORTS: Nominating/Board Development - Paul van Deventer: Paul will finalize the 2007 nominating committee. Three people have applied for Board positions. Zoning - Lourdes Ramirez: The BZA will be hearing appeals regarding a 10-foot wall with an additional 3 foot decoration near Point of Rocks and a pool cage located immediately adjacent to canal. Lourdes will be working on the post disaster development plan. The Siesta Key chapel wants to install an elevator and additional bathrooms. Membership - Deet Jonker: No report. OLD/NEW BUSINESS: What can be done to inhibit vehicles from parking on lawns?
