Siesta Key Association Board Meeting Minutes

June 5, 2008
St. Boniface Meeting Room “F”

CALL TO ORDER:
Lourdes Ramirez called the meeting to order. Present: Ron Flynn, Ann Kaplan, Joyce Kouba, Bob Tripp, Paul van Deventer, Bob Waechter Gayle Wardner. Excused: Matthew Burnett, Deet Jonker, Robert Schennum, Peter van Roekens. Absent: Daniel Bechtold.

MINUTES – Joyce Kouba: The April and May minutes were approved.

TREASURER'S REPORT – Bob Tripp: The Treasurer's Report was approved.

SHERIFF'S REPORT – Sgt. Chad McDonald (Capt. Chris McGregor): There are no crime trends. Arrests are down. Preparing for July 4th, which falls on Friday, resulting in more drinking. There will be fewer Sheriff Department personnel than last year. In answer to queries: it is not against the law to sleep on the beach, boats are allowed to anchor on the beach except at marked swimming areas.

GUEST SPEAKER – 10 Guests:

Benderson Development: In about 45 days, clearing of trailers should begin, including asbestos mitigation. In some cases, trailers will be wrapped and removed in tact to be cleaned at another site. Work projected at 4 to 6 months. Charettes are postponed until fall. They will attempt to preserve grand trees and historical structures.

PUBLIC/AUDIENCE COMMENT:

Lifeguard Report, JR Ayres, Manager: There is no law against photographing individuals at the public beach. In May, 62,000 patrons visited Crescent Beach. Receipt of new boat is imminent. Commissioner Patterson reported that the Commission was looking at revising the Village parking ordinance to provide increased parking for intensified use.

AD HOC COMMITTEE REPORTS:

Midnight Pass - Bob Waechter : The permitting application is moving forward.

Turtle Beach – Ron Flynn: No Report.

Inlet Management - Peter van Roekens: The aids to navigation in Big Pass are in the best shape they have been in since the pass was remarked several years ago. The pass carries 5.5 ft. at MLLW subject to all the caveats listed on the website. Mike Solum is keeping up with a moving channel and a difficult environment. At this moment there is one marker missing at the entrance (BP2) but that should be replaced within the week.

Adopt-A-Road - Peter van Roekens: The pickup went fairly well although it would have been nice to have seen a few more SKA directors there. Mark Smith's summary: The Ocean Blvd. SKA/SKVA Adopt-a-Road on 24 May picked up 13 bags of trash. The following people made it all possible: from SKA: Joyce Kouba, Bob Tripp, Peter van Roekens; from SKVA: Denise McDonald & Pat Richmond (SunTrust), Cory & Brittney Ogg (friends of Denise), Troy, Julie, Alexa & Jamison Syprett (Daiquiri Deck/Speakeasy), Mark Smith (Smith Architects); from Siesta Key Chamber of Commerce: Charlie Valentine. Special thanks to Tom & Kay Kouvatos at the Village Cafe for the volunteer breakfasts.

Code Enforcement – Gayle Wardner: John Lolly is working on problem fences and weeds. Recommending repositioning of "No outlet" signs on south Midnight Pass to make them more visible.

Parking – Bob Schennum: No report.

STANDING COMMITTEE REPORTS:

Nominating/Board Development – Paul van Deventer: No report.

Zoning – Lourdes Ramirez: Flood plane ordinance public hearing is July 8. Zoning code update workshop is June 13; public hearing is July 23. Hearing for Siesta Farmer's Market is June 13. Coastal setback is continued to August 26 at 9 a.m. Change in regulation on hardening is being proposed.

Membership – Deet Jonker: No report.

OLD BUSINESS: None.

NEW BUSINESS:

The Directors voted to support the actions of Lourdes Ramirez relating to a subpoena received from owners of 5148 Ocean Blvd, the location of the Hub Restaurant, represented by local attorney Morgan Bentley and to allow attorneys from Shumaker, Loop & Kendrick to work on any and all issues relating to the subpoena including being present at Lourdes' deposition.

Natural Awakenings awarded Siesta Key Beach the 2008 award for the "Best Place to Commune with Nature."
