Siesta Key Association Board Meeting Minutes

CALL TO ORDER AND DETERMINATION OF QUORUM:

President Ramirez called the meeting to order. Present: Matthew Burnett, Ron Flynn, Deet Jonker, Ann Kaplan, Lourdes Ramirez, Robert Schennum, Bob Tripp, Peter van Roekens, Bob Waechter, Gayle Wardner. Excused: Russ James, Joyce Kouba, Mark Smith Paul van Deventer. Absent: Daniel Bechtold.

MINUTES - Joyce Kouba (Lourdes Ramirez): The June minutes were accepted.

TREASURER'S REPORT – Bob Tripp: The Treasurer's report was accepted.

SHERIFF'S REPORT – Sgt. Scott Osborne: No report.

PUBLIC/AUDIENCE COMMENT:

J. R. Ayers, manager of County lifeguard operations, reported: Memorial Day weekend was one of the busiest ever, even busier than July 4th; beach attendance estimate for Sunday was 28,500. An average day is 15,000. Five major fights, 47 minor first aid incidents, 4 major first aid incidents. Sharks are off shore. There is no progress getting lifeguards at Turtle Beach. A grant will fund a rescue/enforcement boat to patrol Siesta Key waters.

AD HOC COMMITTEE REPORTS:

Adopt-A-Road/South - Russ James: No report.

Midnight Pass - Bob Waechter: The state has requested additional information but nothing that was not anticipated. There do appear to be some staff members that are predisposed against the project and we are taking steps to assure the project receives a fair assessment. The county contractor is still very optimistic.

Turtle Beach - Ron Flynn: There is dredging around the point in the bay.

Inlet Management - Peter van Roekens: Big Pass is severely shoaled by markers 3 and 5; shoaling signs will be installed; there is concern that any dredging may disrupt the natural channel. New software to process existing data is being acquired. A peer review group will review the Inlet Management data. Jew Fish Key dredging has been funded and dredging has been started.

Code Enforcement - Gayle Wardner: John Lally, the new code enforcement officer, is responsive and helpful.

Adopt-A-Road/Village - Mark Smith (Peter van Roekens ): Twenty bags of trash were collected at the June pickup. Village will have daily trash pickup.

STANDING COMMITTEE REPORTS:

Nominating/Board Development - Paul van Deventer: No report.

Zoning - Lourdes Ramirez: BCC will review signs and news racks in August. BZA denied pool cage at water line, postponed decision on 10-foot fence at Point of Rocks, and is still considering the Siesta Key Chapel elevator. Post-disaster Redevelopment Plan work is ongoing.

Membership - Deet Jonker: No report.

OLD/NEW BUSINESS:

Ron Flynn reported that 25 to 50 boaters at a time are gathering at the north shoal. He is concerned about the wake being generated. Commissioner Patterson said that getting a no wake zone would be a state decision and she would bring the issue up to staff although there is great reluctance by the state to grant such zones.
